National Capital Region (NCR) and nearly 200 other areas nationwide placed under the most lenient Alert Level for two weeks according to the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), Malacañang announced on March 31.

Martin Andanar, acting Palace Spokesperson, mentioned the implementation of IATF-EID Resolution 165 due PH reaching the 'new normal' level despite having slow progressive adoption in battling this global pandemic.

“All other provisions as to the Alert Level of provinces, highly urbanized cities, independent component cities, component cities and municipalities under IATF Resolution No.165-E not affected by the abovementioned Alert Level classification shall remain in effect until April 15, 2022,” Andanar said.

The affected areas include the Capital's neighboring provinces and cities in Region IV-A CALABARZON and Central Luzon.

Meanwhile, above-average can still be attributed to other nationwide semi-urban zones like Cordillera Administrative Region, Ilocos Region, and Cagayan Valley from the North, Mimaropa, Central and Eastern Visayas, and Davao Region.

Upon IATF-EID recommendation and approval on this conclusion, they also issued new guidelines on this loosest 5-tier quarantine system across the country.

All outdoor and indoor capacities are not restricted; however, wearing well-fitted face masks is still required.

The IATF-EID still requires those aged 18 and above to present complete full vaccination proofs when entering indoor establishments.

With that, private corporations and government agencies are authorized to operate at 100 percent capacity on-site, subject to limited public health standards.

However, they can still offer flexible and alternate work arrangements depending on the function and an individual risk.

For other areas to gradually shift to the lowest Alert Level, the 'new normal criteria' of having a minimal risk case classification with 70 percent fully vaccinated people must meet, as disclosed by IATF-EID a week before March 31.

Nevertheless, the Philippine News Agency said people of all ages and comorbidities are free to go around but must avoid crowded, confined locations and close contact situations.

The Department of Health posted less than 500 new daily PH COVID-19 cases in the past seven days on the latest data analyzed by the ABS-CBN Data Analytics team.

The recorded 40,412 total active cases on March 29 remains the lowest since January 5 of the same year.
